Indian Summer Homeowners Association Resident Handbook

General Information

  • Board of Directors: Indian Summer Homeowner’s Association is governed by 5 Board of Directors elected each year at the Annual Meeting, which is usually held in November. Each Director is elected for a two-year term; the terms are staggered so not all positions turnover at once.
  • Meeting of Directors: The Board currently meets on the 3rd Monday of each month in the Clubhouse at 5:30pm April-October and at 2:30pm November-March. Meetings typically last approximately 1 hr. If Monday is a legal holiday the meeting will occur on Tuesday. Homeowners are welcome to attend and can address the Board at the beginning of each meeting.   • Architectural Review Board: This committee reviews initial construction and requests for modifications to the exterior of homes and lots. All modifications to the exterior of the home OR landscaping must be approved in advance by this Board. To obtain an Application see ISHOA.org website and click on

Forms

  • Communications Committee: Keeping residents informed on important matters in the community, posting signs and reminders, maintaining the ISHOA.org website and Resident Handbook are the responsibility of this committee.
  • Compliance Committee: Ensuring that homeowners are complying with HOA rules and standards for maintaining the exteriors of their homes and yards as well as handling complaints is the responsibility of this committee. VIS is assisted by one Board member by performing monthly checks.
  • Events: This committee organizes social events such as a summer picnic and a winter holiday party as well as a community-wide annual garage sale and the HOA Annual November meeting.
  • Finance Committee: An advisory committee that assists the Treasurer by reviewing budget and expenditures and suggesting strategies to maintain a balanced portfolio.
  • Maintenance Committee: This group is responsible for maintaining allcommon areas of Indian Summer including the streets, sidewalks, landscaped areas, storm water basins and retention ponds, as well as the installation of mailboxes. Email: ismaintenancecommittee@gmail.com
  • Nature Preserve: This committee maintains the trail through the Preserve and promotes visitation using signs and interpretive information posted on the bulletin board at the southern entrance on Prestwick Ln.
  • Pet Committee: The pet committee assists the Board in promoting good pet citizenship in Indian Summer. They organize get-togethers for dogs and their owners at the gated property just inside the Rainier Rd entrance. A separate email list of interested dog owners is maintained by the committee to assist in keeping such owners informed. Email is indiansummerpets@gmail.com
  • Security Committee: This committee oversees the guardhouse, the nightly patrol (performed by Pacific Security), and gate maintenance.

Maintenance Of Common Areas

Property owned by the Association is maintained by the Association. This includes entrance signs, gates, mailboxes, roads, and common area landscape. Homeowners should not provide maintenance to these areas or make improvements or changes without Board approval.

Maintenance Of Homes/lots

For the protection of all homeowners and to maintain property values, all homes must be maintained in a manner that enhances the community. The Compliance Committee regularly inspects, and/or has the management company inspect, the community for areas of concern. Any concerns will be brought to the homeowner’s attention either verbally or in writing. In the event a homeowner does not comply with the Association’s request, the Association will take action as provided in CC&Rs.

Pacific Coast Security provides guardhouse service and a nightly roving patrol. The guardhouse hours are currently 6:30am to 4:30pm Monday through Friday. The guards greet all people entering Indian Summer.
Vehicles without RFID decals must stop at the guardhouse. These vehicles are logged-in for security purposes. Please inform guests they will be asked their name, name of resident they are visiting, and have their vehicle license number recorded. You can advise the Guardhouse of planned deliveries by calling 360 438-9256.

Gate Information

Obtain an RFID tag from VIS Management for your vehicles. The cost is $20 each. The tag will activate all 3 gates. The order form and instructions are available on the ISHOA.org website by clicking “Forms.”
VIS also offers remote gate opening access via the Cellgate app. After registering with VIS, you will receive authorization to download the app to your phone. Using the Cellgate app allows you to open any of our 3 gates from your cell phone. This is handy if a non-resident is driving your home. Cardkeys for family members or hired help can be ordered through VIS for $12 each.

Forms Available At The Guardhouse

  • Guest Parking Permit: Overnight street parking by residents is not permitted in Indian Summer, but guest vehicles with a valid permit are allowed to park on the street overnight. Parking permits are issued by the Guardhouse and are valid for up to 7 days. Place the permit on dashboard behind the windshield on the driver’s side. Non-permitted vehicles will be issued a citation and may be towed.
  • RV Parking Permit: Resident may obtain a permit from the Guardhouse to park their personal recreational vehicle at their residences for a period of up to 72 hours for the purpose of maintaining, washing, loading and unloading the vehicle. Such vehicles may not be parked for the duration of the 72-hour permit, but instead, for the shortest period necessary to accomplish these purposes. Residents may obtain a permit from the Guardhouse for their guests to park their motor homes at the residents’ dwellings for a period not to exceed 7 consecutive days. Place the permit on the dashboard behind the windshield on the driver’s side. Non-permitted vehicles will be issued a citation and may be towed.
  • Vacation Form: If you plan to go on vacation for an extended time, please fill out a Vacation Form. This will provide Security with contact information in the event of an emergency. Obtain the form at the Guardhouse or on the ISHOA.org by clicking FORMS. Turn in the form to the Guardhouse Monday-Friday 6:30am – 4:30pm.

General Safety

The speed limit inside Indian Summer is 25 mph. There are speed bumps on all main streets as well as 3 speed cameras. For the sake of everyone, including walkers, bicyclists, and other drivers, please obey the stop signs!

INDIAN SUMMER GOLF & COUNTRY CLUB

Indian Summer Homeowners Association is separate from Indian Summer Golf and Country Club. Only members of Indian Summer Golf and Country Club who have checked into the Pro Shop may use the course. Residents are not allowed to use the golf course for any purpose; no dog walking and no walking on cart paths is allowed. Children and dogs are not allowed to play in the fairways, sand traps or ponds. Restrooms are for exclusive use by those actively golfing. Embers Restaurant, located in the clubhouse, is open to the public.

Chehalis-western Trail

A paved walking and biking trail maintained by the City of Lacey can be accessed within our community through gates located on Prestwick Ln next to the Fairway at Seven Townhomes and The Links. The large “swing” gates are for vehicles. When driving through these gates, please be observant of pedestrians/bicyclists in your path. There are also smaller “slider” gates for golf carts and pedestrians on each side.  

Pets

Please keep animals off residents’ and golf course property. Have your animal leashed at all times. Be considerate of residents and respect their property as you would want your property respected. Residents are required to have their own pet disposal bags; the pet bag disposal stations that are located throughout Indian Summer are for emergencies only. All pet waste must be disposed of in your own garbage.

Welcome to Indian Summer Key Community Info

VIS Management facilitates HOA dues payments, RFID gate access stickers, gate keycards, policy enforcement and HOA emails called EBlasts. Their website is vismanagment.com and their physical address is: 8617 Martin Way East, Lacey WA 98516. Refer to the welcome letter that VIS sent you when you closed on your home to set up your account.

ISHOA.ORG is our community’s website maintained by the Communications Committee. You will find contact information for the HOA board and committees, an events calendar, breaking news called HotNews, quick links to various electronic forms, as well as a Resident Directory. The passcode for this directory is can be found in your Welcome New Homeowners packet.

INDIAN SUMMER NEIGHBORS is a popular Facebook site not managed by ISHOA. Chat, notify and read up-to-the minute information affecting Indian Summer residents.

GOLF COURSE is private property and residents are NOT allowed on the course, for any purpose, including walking on cart paths or fairways, or allowing pets or children to play in the sand traps, ponds or on the fairways. Restrooms are only for golfers.

EMBERS RESTAURANT (in the clubhouse) is open to the public. They also provide catering.

PARKING PERMITS are required for overnight street parking and RV’s. Obtain these permits from the Guardhouse on Troon. View Parking Policy Sec. 03 & 07 on VIS website.

CHEHALIS-WESTERN TRAIL bisects our community with electronic sliding gates protecting pedestrians from vehicular traffic. These gates auto-open when a vehicle approaches. Please proceed SLOWLY, yielding to bikes and pedestrians.

VISITOR GATE ACCESS:
Visitors must activate the gate touchscreen which displays an alphabetical list of residents’ last name. Pressing the desired name calls the resident’s registered phone. Resident presses 1 to talk to the visitor and then * to open the gate. An alternative method to open a gate is to use the Cellgate app, available for you to download after you register with VIS. This app allows you to remotely open any of the three gates directly from your cell phone. Gate Keycards, for frequent access by family or hired help, are available from VIS for $12.

SAFETY & SECURITY
Indian Summer is a gated community but it is not a secured community according to police standards. Please practice the following procedures to keep our neighborhood as safe as possible:

  • Close your garage doors at night and during daylight hours as well, if you are not physically present in your front yard.
  • Lock vehicles left in your driveway overnight and remove visible valuables.
  • Turn on all exterior lights at night.
